Clark was born and raised in York,
He became a Tool & Cutter Grinder and Non-Journeym= an Machinist in the Tool Room.
He began his union activities as a strike captain in 1= 968. In 1969 was appointed chairman of the subcommittee to negotiate the Tool &a= mp; Cutter Grinders upgrade procedure.
He was elected as a Shop Steward in 1971 and Shop Comm= ittee in 1973. He was elected as co-chairman of the Shop Committee for LL 1400 in 1974.
He was elected as an alternate Delegate to District Lo= dge 98 in 1973 and elected a regular Delegate in 1974. He served on the Districts Executive Board for several years prior to his appointment as District Lodge Organizer on Febru= ary 1, 1979.

February 2007 - He was elected President of the Central Labor Council, AFL-CIO.
